This tree is static (non moving) all of the lines are straight and do not curve. therefore the tree looks stable and unmoving. The lack of leaves also adds to the static nature as the leaves are not there to flutter, color, or uplift the tree.

This trees does not seem static (not moving) because the truck is bent and the branches reach up toward the right. Using directional line coupled with the detached leaves, give the impression that the tree is in the wind. The curving directional lines create a sense of movement.
